[UIElements] TextField padding is missing on the right side when text is too long to fit in TextField
How to reproduce:
1. Open attached "Bug_UIElements_Padding.zip" project
2. Go to Test -> "UIElements_Padding_Bug"
3. Observe TextField
Expected result: The padding is added on both sides
Actual result: The padding is missing on the right side
Reproducible: 2017.4.18f1, 2018.3.1f1, 2019.1.0a13
