UIElements Debugger is named incorrectly in all Editor tabs
To reproduce:
1. Open any project on a reproducible version
2. Open context menu for Scene view
Actual result: it's called UIElements Debugger _%f5
Expected result: it's supposed to be called UIElements Debugger
Reproduced with: 2018.3.0b4
Not reproduced with: 2017.1.5f1, 2017.2.4f1, 2017.4.13f1, 2018.1.9f2, 2018.2.12f1, 2018.3.0b5
