UIElements Box draws with a faded outline when Windows Scaling is turned on
How to reproduce:
1. Set Windows scaling to at least 125% on one screen and no scaling on other screen
2. Open user-submitted project (Empty Project.zip)
3. Open Window -> BoxTest
4. Drag the BoxTest Window from one screen to another
Expected result: The BoxTest Window looks the same with 1px outline on both monitors
Actual result: The BoxTest Window gains a fade on the 1px outline while being on the monitor with scaling turned on
Reproducible with: 2018.3.0a11, 2019.1.0a1
Not reproducible with: 2018.2.9f1, 2018.3.0b2
Could not test with: 2017.4.11f1, 2018.1.9f2
Note: Could not test with 2017.4 and 2018.1 versions because support for Hi-res in Windows was added in 2018.2 versions. The issue was fixed in 2018.3.0b1 version of Unity
