[UI] When drag & drop a Composite binding to another Action, only the title row is moved.
Repro:
1. Download package and project at: https://github.com/Unity-Technologies/InputSystem
2. Open SimpleControls.inputaction at Assets -> Demo -> SimpleDemo
3. Try to drag and drop the Composite binding under "move" to another Action
Actual: Only the title row for a Composite binding in the UI is moved through drag and drop.
