[UI] Tooltips are missing for layout element components
All tooltips are missing for every property in Layout Element, Grid Layout Group, Content Fitter, Horizontal Layout, Vertical Layout component
Step to Repro:
1. Create a new Project
2. Hierarchy > right-click
3. UI > Button
4. Select button > Add component
5. Layout Element
6. Hover over any property
Actual Result:
Tooltip is missing
Expected Result:
Tooltips are displayed

Windows and Mac

Resolution Note (2019.3.X):
Low priority and non of ugui has tool tips. With UI Elements in the works wont invest time into fixing tooltips.
