[UI Toolkit] Spaces between letters are too big when using <align=justified> tag
Reproduction steps:
1. Open the attached “UI-Toolkit-issue.zip” project
2. Open Assets > SampleScene
3. Observe Game View
Expected result: Spaces are bigger between words and small between letters
Actual result: Spaces between letters are just as big as the spaces between words
Reproduced with: 2022.2.0a9, 2022.2.11f1, 2023.1.0b8, 2023.2.0a6
Not reproduced with: 2021.3.21f1, 2022.2.0a8
Could not test with: 2020.3.45f1 (can’t open UI Builder)
Reproducible on: Windows 10, macOS 13.2.1 (Intel)
Note: The issue can be reproduced in Editor, Player and UI Builder
