[UI Toolkit] FPS drop on scroll when the mouse cursor leaves Game view area
How to reproduce:
1. Download the attached project "UIToolkit.zip"
2. Open "SampleScene" Scene
3. Enter Play mode
4. Try to scroll vertically, with mouse cursor leaving Game view area
Expected result: There is no noticeable lag and FPS does not drop under 40
Actual result: The Game view has some lag with FPS dropping to 1 for a few seconds
Reproducible with: 2020.3.31f1, 2021.2.0a19
Not reproducible with: 2021.2.0a20, 2021.2.15f1, 2022.1.0b11, 2022.2.0a8
Could not test with: 2019.4.36f1 (UI Toolkit is not available)
