UI Toolkit Debugger's context menu overrides the context menus of other windows
How to reproduce:
1. Open the user's attached "My Project (5)" project
2. Open the “New Animation Controller” asset
3. In the main menu bar, select “Window” → “UI Toolkit” → “Debugger”
4. Right-click anywhere in the Animator window
5. Observe the context menu
Expected result: The Animator window’s entire context menu is available for selection
Actual result: Only “Inspect Element” is available instead
Reproducible with: 2022.1.0a12, 2022.1.9f1, 2022.2.0b1, 2023.1.0a3
Not reproducible with: 2020.3.37f1, 2021.3.6f1, 2022.1.0a11
