[UI Toolkit] Buttons lose focus background color when cycling through them
How to reproduce:
1. Open the user’s attached “Transition.zip” project
2. Open the “SampleScene” Scene and enter Play Mode
3. Press the tab or up/down arrows keys a few times and observe the buttons
Expected result: Buttons background color is visible
Actual result: Buttons background color disappears
Reproducible with: 2022.2.0a6, 2022.2.1f1, 2023.1.0a23
Not reproducible with: 2021.3.16f1, 2022.2.0a5
Could not test with: 2020.3.42f1 (Errors after project downgrade)
Reproduced on: macOS 12.4 (Intel)
Note: If changing “Usage Hints” in the UI Builder window then the color appears
