[UI] Ui panel doesn't synchronize with game view when aspect ratio is changed.
Steps to reproduce:
1. Open "Scene-Game view bug" project in 5.4.0b20 unity version.
--- Note that there is a panel with text in the scene.
2. In the game view change aspect ratio.
--- Note that while game view screen changed, UI panel in scene view didn't.
3. In the game view try again changing aspect ratio but instead of selecting one look at scene view. UI panel is now in the right aspect ratio.
