UI option is missing from the Hierarchy context menu after exiting Safe Mode
Reproduction steps:
1. Open the attached "temp-safe-mode.zip" project
2. Trigger a compiler error by editing Assets/Scripts/NewBehaviourScript.cs
3. Reopen the project in Safe Mode
4. Fix the error in Assets/Scripts/NewBehaviourScript.cs
5. Wait until the Editor exits Safe Mode
6. Right-click in the Hierarchy window
Expected result: The UI option can be found in the context menu
Actual result: The UI option does not appear in the context menu
Reproducible with: 2020.3.17f1
Not reproducible with: 2021.1.18f1, 2021.2.0b8, 2022.1.0a5
Could not test with: 2019.4.29f1 (Safe Mode not supported)
