UI Layout is distorted when scaling using SizeDelta
1. Open user attached Project
2. Press Play
3. Press "Go"
4. Enable Canvas > Dropdown Panel Example In the Hierarchy
5. Compare the Layout of the Panels
Expected result: The Panels are the same
Actual result: The Scaled Pane layout is not the same
Reproducible with: 2020.2.0a7, 2020.3.3f1, 2021.1.2f1, 2021.2.0a12
Not reproducible with: 2019.4.24f1, 2020.2.0a5
