UI elements can become permanently damaged, resulting in their RectTransforms not being driven by layout groups anymore
To reproduce:
1. Open attached project
2. Open Main scene
3. Select disabled TabPanel (UIController->ContentTestTabGroup->Content->TabPanel)
4. Enable it
5. Notice that RectTransform is for some reason not driven by the layout group as it should be
6. Disable and re-enable Content object
7. Notice that now TabPanel is displayed as expected (scroll bar is only half height of Content)

Workarounds:
- Disable and re-enable Content object.
- Recreate entire setup from scratch.
