UI doesn't show up immediately after the splash screen disappears
To reproduce:
1. Open the project, attached by the tester (uiDelay.zip)
2. Build the project for Windows standalone
3. Launch the build
4. Observe the delay on the UI after the splash screen fades away
Expected: UI appears instantly after the splash screen fades away
Reproduced in 2017.3.0b5
Did not reproduce in 2017.1.2p1, 2017.2.0f3, 2017.3.0b4
Fixed in 2018.1.0a3
