[UI] Changing the anchor point values causes inaccuracies to the position of the object
Steps to reproduce:
1. Start a new project
2. Set the resolution to Standalone
3. Create a canvas
4. Add a 'Panel' game object to the 'Canvas'
5. Drag to change the 'Max' anchor values to 0 and switch back to 1
6. Notice that the panel Top and Right positions are not 0
Expected result: changes in anchor point values should not cause the object to slightly slide in position
Reproduced in: 2018.2.0a1, 2018.1.0b4, 2017.3.0p3, 2017.2.1p2, 2017.1.3f1, 5.6.5f1
