[UI Builder] UI Builder does not render stylesheets from Panel Renderer component when using UIElements runtime package
Reproduction steps:
1. Open the user's attached project "UIElementsTester.zip"
2. Open the UI Builder window
3. Compare the bottom row of the UI in Game View and UI Builder
Expected result: bottom row in the UI Builder is rendered blue
Actual result: bottom row in the UI Builder is not rendered blue (See attached UIBuilder.mp4)
Reproduces on: UI Builder 0.5.7 (2019.3.16f1, 2019.4.1f1, 2020.1.0b13, 2020.2.0a14)
Does not reproduce on: 2018.4.23f1 (No UIElements Runtime package and UI Builder)
Notes:
-Issue does not reproduce in Play Mode
-Project is using UI elements runtime package 0.0.4
