UI Builder: "Read more about the UI Builder" from 2023.3 goes to 2023.2 manuals
Steps to reproduce:
# Create a project
# Window->UI Toolkit->UI Builder
# Click the link " Read more about the UI Builder" in the "Inspector" tab and observe the result
Actual result: The link opens 2023.2 manuals. Video added in the "Attachments" section.
Expected result: The link should open 2023.3 manuals.
Reproducible with: 2023.3.0a2, 2023.3.0a11
