[UI Builder] Inconsistent selection when element is outside of canvas bounds
*Steps to reproduce:*
1. Add the attached UXML file to a new project (bug.uxml)
2. Open in UI Builder
3. Select the elements inside the canvas and outside, notice the ones outside can not be selected.
*Actual results:* Can not select elements outside of canvas bounds
*Expected results:* Selection works regardless of the canvas bounds
