Reproduction steps:
1. Open the attached project “UIBuilderBug“
2. Open the Visual Tree Asset “Assets/Test”
Expected result: Visual Element is blue
Actual result: Red Visual Element is displayed
Reproducible with: 2020.3.47f1, 2021.3.22f1, 2022.2.13f1, 2023.1.0b10, 2023.2.0a9
