UI Builder Canvas has too big resizing zone on the outside of the canvas
How to reproduce:
1. Create a new Unity Project
2. Create a UI Document and open it
3. Hover on the side of the Canvas and observe the resizing cursor
Expected results: The resizing cursor appears only when really close to the Canvas frame
Actual results: When outside of the Canvas, resizing cursor appears too far
Reproducible with: 2021.3.46f1, 2022.3.53f1, 6000.0.29f1, 6000.1.0a6
Reproducible on: Windows 11 (ARM)
Not reproducible on: No other environment tested
Note: The issue causes difficulties when trying to resize Visual Elements that are slightly off the Canvas
