[UI Toolkit] Button callback events break when “Maximize” is disabled in the Game view during Play mode
Reproduction steps:
1. Open the user's attached project
2. Open Assets > UI > UXML_Title
3. Dock the UI Builder tab next to the Scene and Game view tabs
4. Enter Play Mode
5. Enable and disable "Maximize" the Game view (right-click Game tab > Maximize)
6. Press the "Join Match" button in the Game view
7. Inspect the Console window
Expected result: the message "Start - load next scene" is seen in the Console
Actual result: No messages are seen in the Console
Reproduced with: Built-in (2021.2.12f1, 2022.1.0b8)
Not reproduced with: Built-in (2022.2.0a1, 2022.2.0a5)
Could not test with: 2019.4.36f1 (UI Builder is not introduced yet), 2020.3.29f1 (due to errors)
