UI background images disappear when project is opened the second time
How to reproduce:
1. Open attached project
2. Open the scene InputRegressionTest
3. If the background is visible, close the editor completely and open it again.
Expected results: UI panel background images always render
Actual results: UI background disappears when the project is opened second time
Reproducible with: 2018.3.1f1, 2019.1.0a13
