Tutorial window Start/Next/Back/Done buttons are unresponsive when in Full Screen
Reproduction steps:
1. Create and open an FPS Microgame template project (or import any Microgame by Unity Technologies from the Asset Store)
2. In the Tutorials window, click on any of the tutorials
3. Make the Unity Editor window Full Screen
4. In the Tutorials window, click Start
Expected result: The next tutorial step is visible in the Tutorial window
Actual result: The Start button is unresponsive
Reproducible with: 2019.4.28f1, 2020.3.12f1, 2021.1.0a7
Not reproducible with: 2021.1.0a8, 2021.1.12f1, 2021.2.0a3
Could not test with: 2021.2.0a4 and above (namespace errors, crashes)
