[Troubleshooter] there is a Sign in button in Troubleshooter even when user has logged in

Sign in button should be hidden when user has signed in.

Steps:
1. Log in to Unity
2. Help > Report a new issue
3. Press on the top right button where your user's name is

Expected behavior: only "Sign out" button appears.
Actual behavior: there is "Sign in" and "Sign out button.

Reproduced with: 2017.2.0b9.
Not reproduced with: 2017.1 and earlier (no Troubleshooter).
