Transform tool's constrained scale gizmo does not change opacity despite being disabled in Prefab Mode
How to reproduce:
1. Open up any project
2. Create GameObject "Cube" in Hierarchy and drag it to the Project Window to make it a prefab
3. Click the arrow to the right of the prefab "Cube" in Hierarchy to enter Prefab Mode in context
4. Switch between the Scale tool and Transform tool
Expected result: The grey cube that transforms scale on all axis should change opacity to indicate it is not functional when the Transform tool is selected
Actual result: The grey cube stays the same opacity as the Scale tool but does not provide any functionality
