[Android] touch.deltaPosition is not zero when registering the first touch
Steps to reproduce:
1. Open and build QA-Supplied project
2. Press "Freeze"
3. Tap, drag and release anywhere on the screen
Expected: the first input (Begin) has a touch.deltaPosition of '0'
Actual: the first input (Begin) does not have a touch.deltaPosition of '0'
Reproduced in: 2017.4.33f1, 2018.4.12f1, 2019.2.11f1, 2019.3.0b9, 2020.1.0a11
