Tooltips sometimes display additional black/grey/clear sections which can cut off text
*Steps to reproduce:*
# Create a new URP Project.
*Either:*
* Window > Analysis > Render Graph Viewer.
* Hover over the X axis text labels on the graph viewer to see their tooltips.
* Move through the text labels to change the tooltips. You will have to go through multiple tooltips.
*Or:*
* Move your mouse across any set of icons that activate tooltips one after the other i.e. Scene Tools, Profiler Controls
*Actual results:*
Usually a dark grey box appears, and then the black box. Sometimes the text is cut off by these boxes. These do not disappear if you wait on the affected tooltip.
*Expected results:* This does not happen.
*Reproducible with versions:* 6000.0.23f1, 2023.2.0b8
*Not reproducible with versions:* 2023.2.0b7, 2022.3.49f1, though the way tooltips change is a bit jittery.
*Can't test with versions:*
*Tested on (OS):* Ubuntu 24.04
*Notes:*
* Easiest to see in Render Graph Viewer. Also seen in the Scene tools so not specific to Render Graph Viewer.
