Tooltips for controls overlap Collaborate menu
Reproduction steps:
1. Open the attached project;
2. Select one of the gameObjects in the Hierarchy (Main Camera or Light);
3. Open the Collaborate menu;
4. Hold the cursor over where the covered tooltip button is.
5. Notice how the tooltip still shows up.
Expected results: The tooltip should not show up as it is covered;
Actual results: the tooltip still shows up.
Reproduced on: 5.5.0b11, 5.5.3f1, 5.6.0f2, 2017.1.0a5.

Resolution Note:
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix. We understand that this will cause problems for some users, and fully intend for an existing, or forthcoming upgrade to provide the solution that you need.
