Tooltips are not shown when hovering over name of the value in the Inspector
How to reproduce:
1. Open the attached user "tooltip.zip" project
2. Open the SampleScene Scene found in the Scenes folder
3. Select the "TOOLTIP" Game Object
4. Hover over the name of the "My Property" value
Expected result: A tooltip is shown
Actual result: Nothing happens
Reproducible with: 2019.4.33f1, 2020.3.22f1, 2020.3.32f1, 2021.2.19f1, 2022.1.0b15, 2022.2.0a9
Not reproducible with: 2019.4.32f1, 2020.3.21f1
