Tooltip appears on the wrong monitor
To reproduce (at least two monitors required):
1. Switch the monitor mode to duplicate the display
2. Open Unity and create a new project
3. Open the profiler window
4. Switch the monitor mode to extend the display
5. Move the profiler window to the 2nd display
6. Hover over the "Record" button - the tooltip appears on the 1st screen
Incoming tooltip rework will make this invalid. Will not fix before then.
