Tools shortcuts are active when typing into input fields in the editor
How to reproduce:
1. Create new Unity project
2. Create a new GameObject in the Hierarchy
3. In the inspector try to change its name to "qwerty"
4. Notice that hand, rotate, move, scall tools are selected while typing name in the inspector
Expected result: Shortcuts should be disabled when typing in fields
Actual result: While typing name tools on the top left corner are selected according to the letters

Reproducible with: 2018.2.0b1
Not reproducible with: 2018.1.0f1, 2017.4.1f1, 2017.3.2f1, 2017.2.2p2, 2017.1.3p2
