Toolbar's buttons colors aren't updated when Playmode tint color is changed during play mode
Reproduction steps:
1. Open a new Unity project
2. Change the "Playmode tint" colour: Editor > Preferences > Colours > "Playmode Tint"
3. Enter the play mode
4. Change the "Playmode tint" color again
Expected result: Toolbar's buttons (Pivot, Account, Layers, Layout) colors are updated if Playmode tint color is changed during play mode
Actual result: Toolbar's buttons colors aren't updated when Playmode tint color is changed during play mode
Reproducible with: 2021.1.0a1, 2021.1.17f1, 2021.2.0b7, 2022.1.0a6
Not reproducible with: 2019.4.29f1, 2020.3.17f1
