[Tiny] DOTS Layout does not Open when Launching a Project
Reproduction steps:
1. Open the attached project named "Case_1179000"
2. Open the Joystick sample project
Expected result: DOTS Editor Layout opens
Actual result: DOTS Editor Layout does not open
Reproducible with: 2019.2.2f1, 2019.2.3f1
Not reproducible with 2019.2.0b3, 2019.2.1f1
Could not test with: 2017.4.32f, 2018.4.7f1, 2019.1.14f1, 2019.2.0b2(No Package Manager or Tiny not working), 2019.3.0b1, 2020.1.0a1(Not supported by Tiny)
Package versions tested: 0.14.5, 0.15.3, 0.16.1
Notes:
1. Reproducible with new Tiny projects as well
2. Trying to open a Tiny scene will throw a warning "Open a Project before opening a Scene" even though the editor is in DOTS mode

Same issue. Any fix?? It's clearly in DOTS mode but still says I need to open DOTS project
