[Tiny] Build fails with ShaderCompiler errors

Reproduction steps:
1. Open the user's attached project and Assets/scene_01 scene
2. In the Project window, select Assets/build asset
3. In the Inspector window, select Build and Run

Expected result: Build succeeds
Actual result: Build fails

Reproducible with: 0.32.0-preview.55 (2020.2.3f1, 2020.3.0f1, 2021.1.0a9, 2021.1.0b11, 2021.2.0a8
Not reproducible with: 0.32.0-preview.55 (2020.2.0b9, 2020.2.2f1, 2021.1.0a1, 2021.1.0a5)
Could not test with: 2018.4.32f1, 2019.4.22f1, 2020.2.0b8 (could not downgrade), 2021.1.0a6 - 2021.1.0a8 (bug from case 1294155),

Notes:
1. With Unity 2020.2.3f1 - 2020.2.4f1, 2021.1.0a9 - 2021.1.0b6, 2021.2.0a1 - 2021.2.0a3 error is:
"Exception: Protocol error - failed to read correct magic number."
2. With Unity 2020.2.5f1 - 2020.3.0f1, 2021.1.0b8 - 2021.1.0b11, 2021.2.0a4 - 2021.2.0a8 errors are:
"Exception occurred when attempting to connect to the Unity shader compiler: An existing connection was forcibly closed by the remote host.",
"Shader Compiler Socket Exception: Terminating shader compiler process"

  1. Resolution Note:

    Tiny 0.32.0-preview.55 only supported on 2020.1 and won't work with 2020.2 and later

    I started to get this error during a plane flight, I was not connected to the planes wifi, connecting to it did not fix the issue. When I got home to my mesh network the error went away.
