[Timeline] Undo only detects timeline changes when Timeline window is open
To reproduce:
1. Open attached project
2. Open Timeline window
3. In Hierarchy window, select Main Camera
4. In Scene view, move the Camera around and try Undoing with Ctrl+z or
Expected: Scene view changes are undone when TImeline window is open
Actual: Timeline changes are undone, selected scene object deselected
Reproduced in: 2017.1.3p1, 2017.2.1p3, 2017.3.0p4, 2018.1.0b6
