[Timeline] Scrubbing over nested control groups does not yield same result as playing them
Steps to reproduce:
1. Open attached project 'TL - Nested Timelines Scene'
2. Open Timeline window and select "Timeline" gameobject
3. In the timeline window scrub over the timeline
4. Observe soldier not changing his animation throughout the sequence
5. Go to the start of the timeline and press play
6. Observe soldier going through 5 stages of animations
Expected: Scrubbing through timeline should yield same result as playing it
Actual: Nested control groups get evaluated differently when scrubbing or playing
Reproduced on : 2020.1.0a5, 2019.3.0b4, 2019.2.7f2, 2019.1.14f1

Resolution Note (fix version 1.3.3):
We are aware of this issue, including the cause of it, but won't be able to fix it for playables version of timeline, but full expect this issue not to occur in a future DOTS compatible timeline, where we can correctly address the root cause of the problem.
