Timeline Scale displays 1/FrameRate instead of 1/100 when measurement units are set to seconds
To reproduce:
1. Open 'Timeline.zip' project
2. Open 'scene'
3. Open Timeline window
4. In hierarchy select 'Timeline'
5. Notice that timeline scale shows frames
6. In the top right corner click on the gear icon and select 'Seconds'
Expected: timeline scale will show 1/100 of second
Actual: timeline scale shows 1/FrameRate(in this case 1/60 of a second, see images in an incoming email received 07/12/2018 8:19 PM)
Reproduced: 2017.1.4p1, 2017.2.3f1, 2017.3.2f1, 2017.4.7f1, 2018.1.9f1, 2018.2.0f2, 2018.3.0a5
