Timeline Post-playback state is ignored when Timeline is in preview during Edit mode
Steps to reproduce:
1. Open SampleScene from attached project "Timeline_Post-PlaybackState.zip"
2. Open Timeline
3. Select "Timeline" object in Hierarchy
4. Play Timeline, or just move playhead through the Timeline
Actual result: Post-playback state is ignored when in preview
Expected result: Preview takes Post-playback state into account
Reproducible: 2017.4.24f1, 2018.3.12f1, 2019.1.0f1, 2019.2.0a11

Resolution Note:
When scrubbing in timeline past the end of the track, the timeline is still evaluated. The post-playback state is for Playmode only - what happens to the object at runtime when the timeline is no longer playing.
