[timeline]: ctrl + scroll wheel down zooms in when zooming out timeline view
To reproduce:
1. Open attached project
2. In Project window, select zoom.playable
3. Switch to Timeline window
4. Try zooming out horizontal axis with mouse wheel down
5. Try zooming out vertical axis with ctrl+mouse wheel down
Expected: vertical axis is zoomed out
Actual: vertical axis is zoomed it
Reproduced in: 2017.1.3f1, 2017.2.1p2, 2017.3.0p3, 2018.1.0b4
