[Timeline] Box selecting Animation Clips is not available
Reproduction steps:
1. Open the attached "case_1328214.zip" project and Scenes/SampleScene scene
2. In the Hierarchy window, select Cube and then Window/Sequencing/Timeline
3. In the Timeline window, try box selecting the Animation Clips (start dragging from the inside of the track field)
Expected result: Selection box is drawn and Animation Clips are selected
Actual result: Animation track is selected
Reproducible with: 1.5.1-preview.2 - 1.5.2 (2019.4.25f1, 2020.3.6f1, 2021.1.5f1, 2021.2.0a15)
Not reproducible with: 1.3.7 - 1.5.1-preview.1 (2019.4.25f1, 2020.3.6f1, 2021.1.5f1, 2021.2.0a15), 1.5.4 - 1.6.0-preview.3 (2019.4.25f1, 2020.3.6f1, 2021.1.5f1, 2021.2.0a15)
Could not test with: 2018.4.34f1 (could not downgrade)
Note: Issue is not reproducible when dragging is started from the outside of the track field
