There's a small delay on hover selection highlight in Tile Palette when no Tile Palette Asset exist in the project
How to reproduce:
1. Open the attached "1327670_Repro" project
2. Open the Tile Pallete (Window->2D->Tile Palette)
3. Run your mouse over the buttons
Expected results: Buttons often don't get highlighted if you run your mouse over them fast enough
Actual results: The buttons get highlighted every time the mouse runs over them
Reproducible with: 2019.4.0f1, 2019.4.24f1, 2020.3.5f1, 2021.1.4f1, 2021.2.0a14
Not reproducible with: 2019.3.16f1
Could not test with: 2018.4.34f1 because the highlight selection was not yet introduced
Note:
- If Tile Palette Asset exists in the project there will be no highlight delay

Resolution Note:
The Unity Editor tries not to update its GUI where possible to reduce computer resources in redrawing the GUI. Due to this, the visual updates are slower but they do not make much of a difference as the user is not actively hovering over the target GUI element or making changes to the GUI.
