There is no way to resize the Prefab Override window horizontally When Prefab has a lot of children layers
How to reproduce:
1. Open the "SampleScene" Scene in the attached "CaseRepro1167597" Project
2. Add a GameObject to the last layer on the "Cube" Prefab
3. Select Prefab base and open Overrides dropdown
Expected Behaviour: The Overrides Window has a horizontal Slider or is resizable
Actual Behaviour: The Window does not have a horizontal Slider and is not resizable, therefore, hides the changes
Reproducible with: 2018.4.3f1, 2019.1.9f1, 2019.2.0b9, 2019.3.0a8
Note: Could not reproduce on 2017.4.30f1 as it does not have Overrides window. It was introduced with improved prefabs in 2018.3.0a6.
