Resolution Note:
This is the intended behavior. All volume components are displayed in the Default Volume Profile to ensure the default values for all volume componnets are visible and modifiable by user.
If you don't want to use the Default Volume Profile, reset it to default values from the context menu and ignore its existence, this will have identical behavior to 22.3. Use a separate volume profile asset in local/global volumes in scenes. It is not recommended to use Default Volume Profile in volumes inside scenes, as it has no effect besides decreasing performance.
To disable effects, use HDRP Frame Settings.
