There are 2 Overlay Menus present in the Tile Palette Window
Steps to reproduce:
- Open any 2D Project
- Navigate to Window > 2D > Tile Palette
- Click on the kebab menu icon and select "Overlay Menu" or press ( ` )
- Expand the automatically opened Overlay and click on the dropdown menu and Save a Preset with any name
- Reopen the second overlay with step 3
- In the reopened Overlay, select a preset
- Observe the automatically opened Overlay menu
Actual results: 2 of the same Overlay menus are present in the Tile Palette Window. When saving an Overlay Preset one is closed. When trying to select an Overlay Preset in one of the Overlays, it only changes in the second Overlay menu
Expected results: There is only 1 Overlay menu present in the Tile Palette Window and only one instance controls Overlay Presets
Reproducible with versions: 6000.0.30f1, 6000.1.0a8
Not reproducible with versions: 2021.3.47f1, 2022.3.54f1 (No Overlays are present in the Tile Palette)
Tested on (OS): macOS x64 Sequoia

This is actually by design, the first menu is just a pop-up one that is supposed to be quickly opened/hidden, the second one is meant to be displayed mostly as a toolbar, or hidden if not needed, this one allows quick access to the overlays activation if needed to be done often.
