The '¥' (yen) key is not recognized when Japanese keyboard layout is used

How to reproduce:
1. Open the “InputYen.zip“ project
2. Open the “SampleScene“
3. Open the On-Screen Keyboard on Windows
4. Enter Play Mode
5. Change the keyboard layout/language to Japanese (needs to be pre-installed through the Settings panel in Windows)
6. Press the key with the '¥' (yen) symbol (to the left of the backspace key)
7. Observe the Console

Expected result: a “Test“ LogError is logged
Actual result: Nothing is logged

Reproducible in: 1.8.0, 1.14.0 (2022.1.0a1, 2022.3.60f1, 6000.0.45f1, 6000.1.0b13, 6000.2.0a8)

Reproduced on: Windows 11 Pro (24H2)
Not reproduced on: No other environment tested

Notes:
- Reproducible without the Input System package as well
- Also reproducible in the Player
- Likely reproducible on a Japanese keyboard as well, not with just an On-Screen Keyboard

  1. Resolution Note:

    Cannot reproduce with input system 1.19.0 or Input Manager on the 6.6 alpha Editor (Bug filed as an input system bug but the user project uses Input Manager. Both backends worked as expected)
