The USS cursor style property is not applied when it is set for the root VisualElement
Reproduction steps:
1. Open the attached “VisualElementCursorBugReport.zip” project
2. Open the custom “Test” Editor window from the top menu (Test > Test)
3. Move the mouse over the “Test” window
Expected result: The mouse cursor style changes
Actual result: The mouse cursor style does not change
Reproducible with: 2021.3.38f1, 2022.3.29f1, 6000.0.4f1
Reproducible on: Fedora 38 (by user), Windows 10 (by user), Windows 11
Not reproducible on: no other environment tested

Resolution Note:
The RootVisualContainer should not be modified in this case. Changing the picking mode to position will resolve this bug however best practices would be to create another "background" VisualElement first. Then nest subsequent elements after that one.
