[Tree Creator]The Tree brushed on the Terrain is only scaled on LOD1, but isn't scaled on LOD0
To reproduce:
1. Download attached project "zProject_503620.zip" and open in Unity
2. Open "test" scene
3. With mouse wheel Zoom In and Zoom Out in Scene window
4. Observe the size of the tree; the LOD1 scales correctly but LOD0 always maintain the original size
Notes:
- This issue appears both on Windows and OSX
- In some versions when Zooming In and Zooming Out makes Tree disappear and reappear

Reproduced on Unity 2017.1.4p2, 2017.2.3p2, 2017.3.2f1, 2017.4.6f1, 2018.1.7f1, 2018.2.0b10 and 2018.3.0a3

To support this move, we are suspending bug fixes until the TreeCreator is a package. However, although TreeCreator will not available directly in the Unity Editor, Unity will continue to support any Assets made with TreeCreator.```
