The top-most Unity Editor Layout disappears upon entering the Play Mode
How to reproduce:
1. Create a new project and open it
2. Expand the Layout window in the top-right and observe it
3. Enter the Play Mode
4. Expand the Layout window again
Expected result: All the previous layouts are present
Actual result: The top-most layout is missing (only seen in "Delete Layout..." window)
Reproducible with: 2019.3.0f2, 2019.4.2f1
Not reproducible with: 2018.4.24f1, 2019.3.0f1, 2020.1.0a1, 2020.1.0b14, 2020.2.0a16
