The Tools panel position changes back to default when reopening the project
How to reproduce:
1. Open the attached project “IN_6285.zip”
2. Drag the Tools panel to a different location
3. Reopen the project
4. Observe the Tools panel location
Expected result: Tools panel stays at the same place where it was left before reopening Unity Editor
Actual result: Tools panel stays at its default position
Reproducible with: 2021.2.9f1, 2021.3.7f1
Not reproducible with: 2021.2.8f1, 2022.1.9f1, 2022.2.0a18, 2023.1.0a4
Could not test with: 2020.3.36f1 (Can’t change the location of the Tools panel)
Reproducible on: Windows 10 Pro
