The Shortcuts window cannot be docked when it is invoked from the Shortcut Helper Bar
How to reproduce:
1. Create and open a new project
2. Open Edit > Preferences > General window
3. Enable the “Enable Shortcut Helper Bar“ setting
4. Focus on the Scene view
5. Click on any shortcut at the bottom of the Editor
6. Observe the Shortcuts window
Expected result: The window can be docked
Actual result: The window does not have the tab, so it cannot be docked
Reproducible in: 6000.0.37f1, 6000.1.0b5, 6000.2.0a2
Not reproducible in: 2021.3.48f1, 2022.3.57f1 (the “Enable Shortcut Helper Bar“ setting does not exist)
Reproduced on: Windows 11 Pro (24H2), macOS 15.3 (M2)
Not reproduced on: No other environment tested
Note: The normal Shortcuts window can be docked if opened through “Edit“
